The Washington Post article "Teacher Contract Would End Seniority" reports that schools Chancellor Michelle Rhee is discussing a proposed contractl that would eliminate seniority at DC schools the hope would be that talented job candidates s could then be offered positions of their choice. This would make DC schools more attractive to these candidates and, hopefully, will over time improve the quality of DC schools. Of course the proposed contract still has to be ratified by the union.
